I Have a Bunch of characters but idk how to build a good team any help thank you

My pirate lvl is 26 and here is all the characters I have (I don't really how to make a good team with these, any advice thanks)

Luffy (Bazooka) lvl 26
Zoro (Pound Phoenix) lvl 20
Smoker (first one) lvl 37
Sanji ( Plastic Surgery Shot) lvl 9
Usopp (Tabasco Star(yes I know I fucked up on the evolution)) lvl 18
Luffy (Balloon) lvl 38
Mr.5 (3 star) lvl 12
Dancing Django lvl 5
Mr. Prince (4 star) lvl 10
Miss Valentine (10,000 Kilo Guillotine) lvl 5
Impact Usopp lvl 20
Nefertari Vivi lvl 27
Mr.3 (4 star) lvl 5
Nami (3 star) lvl 13
Arlong lvl 15
Brain Point Chopper lvl 5

What is the fastest way to power up your characters?

I would say first evolve your balloon luffy.

G3 luffy is one of the best characters even in the jpn version, so that should be your first mission

Prioritize on Balloon Luffy.
Try to get arlong from event.

Focus on leveling your balloon to g3 luffy and also level up your zoro to asura as he is super strong. Honestly besides that your chars are just so hodge-podge I can only really suggest using smoker and maybe trying to farm up a new usopp in syrup village to get golden hammer (it really is a must have for any team). Also use current event to get arlong as he is just an oddly strong character, dude outhits whitebeard for some reason.
