i dont think i  understand the question 
but your best team would be any team with double rayleigh lead
for example
gp usopp just in case 
coby for orb boost
crocodile and mihawk 
this teams should be able to clear most of the storymode 

but its not good for every level
you need to change units depending on the level
you want to clear
