Best possible reroll?

Hello fellow global players!

My question is:

What is the best possible roll after completing the tutorial? I've been re-rolling the past 2 days and have gotten nothing above a 4 star rank. I'm going for Rayleigh but not even sure he is released in the global version of the game. Best roll I've gotten so far is Shanks which I should've kept but I guess I'm greedy. Anyway, is it possible to roll Rayleigh in the current version of the game?

Playing on Android if that is a factor. Thanks!

From my knowledge Rayleigh is not out in the US version yet.
Best rolls to get is Shanks, and Ace since i believe their is no way to farm them. But another good roll would be 4* Arlong since he is top tier character and has one of the highest attack stat.

It doesn't matter if you're playing on Android or iPhone - both are the same.

EpicKero is right - Rayleigh isn't in the game yet... And he's right on Shanks/Ace being the best 2 rolls
