For the big turtles, I was recommended going to Baratie island and doing mission 4.

First day I did that I was able to get only 4, but next day I was able to get 8. Its a hit or miss honestly. Just keep grinding haha.

With the event going on right now, if you want EXP and turtles, then do the veteran/elite mission.
