First Clear Bonus Gem for Kuro event

Just find an interesting thing during Alvida event, there was no "first clear bonus gem" during the first week of Alvida event.

But during the second week, I found that "first clear bonus gem" became available in Veteran Level (I didn't try Veteran Level during first week, only farmed Elite level).

So I made an assumption:

Special Event will not grant "First Clear Bonus Gem" during first week, but will grant during second week for Veteran levels or higher if you haven't touched such level.

I think it will be good for me to focus on one level during first week, and then try other levels during second week (so that I only lost 1 First Clear Bonus Gem)

Now I will focus on Kuro Elite level (not only for my bonus gem assumption, but also for Usopp skill book)

Am I correct, or I'm completely wrong about the "First Clear Bonus Gem" policy for special event?

In order to get the first clear gem, one must beat all levels of the event. So beginners, veteran elite expert. Does not matter the order as long as you clear every single one,
