How do you level up Special Level Empty How do you level up Special Level

Hey there, new player, currently working on leveling up my characters, but I see that there's a specials level and all of my characters are level 1.

How do you level up your special levels on your characters?

With skill books they'll be avaible soon they're avaible now in the Cpt.Bu ship event

or you can power up with same characters has a small chance of skill up

Example. Powering Luffy with Luffy. small chance

alright, currently have two zoro's, ultra rare ones. should i risk losing one to skill up the other? or just get skill books?
