Hello, I just have some questions to ask. First, can skillbooks still work on MAX characters? And two, if it does work on MAX, is there a higher chance of special leveling up?

If you mean do skill ups work on max skill level characters, that would be no. You cannot level your characters skill level any more after it reached its max skill level. If you mean do they work on max level characters (like level 99 characters), yes they do. The chance of leveling up will not change between low, medium, and max level chars though. You can level your characters skill level regardless of the characters current level until the skill level is maxed.
