skill up question

I understand that if the skill name is the same it is kept when evovling my question is though if the name is the same such as smoker 3* and 4* if i was to put a smoker 3* into a 4* or a 3* skill book into the 4* would i also be capable of skill uping the character regardless that the picture is not the same but the name of the skill is?

Yes. It is the same like giving an evolved mihawk the unevoled mihawk, which works.
To keep it short: only skill name must be same, pictures are unimportant.
