Skill Book Double Rate Event Empty Skill Book Double Rate Event

I saw someone said there will be an event for skill book (the rate of special level up is doubled) on Apr 1st.

But I cannot find it in Notification or Strategy Guide.

Is there anyone know the source of this skill book event notification?

P.S. And how about the turtle island time table next Monday? (same as this Monday?)

It's not about just skill books, but skill ups in general, including skill books. New turtle time is on sidebar of blog home page.
