Who to level? Need more advices on my team

Any advice would be helpful. Top 5 to level first/prioritize?
Some said Zeff, but I was wondering if it's Vivi whom I actually must prioritize above all else. Thanks!

And I have the same person to always reply lol. I guess it's not big enough of a forum yet but anyway yeah that's my char box so, if it helps. I replied something as well about mihawk 30 stam being beatable or not with my current team
