Questions about Whitebeard...

I'm still a long way from being able to put WB in a team, but while I continue to grind exp staring at WB's card, I'm wondering how to properly use him.  Searching through the forum basically tells me that just through the highest ATK together along with a damage reducer and/or Usop, then you are set.  My question is how do you activate his 3x attack?  I know it comes up when health is lower than 30%, but how do you get there in the first place? And do you have to maintain being below 30% for it to be active?  What's a good and safe way to utilize his Captain special? Thanks in advance.

the hp needs to stay at the 30% so that the atk boost stays active.
so while you are at 30% you can not take many hits so you have to use damage reducers 
to get one more turn or a turn delayer to burst down your enemy.
how to get to the 30% depends on the level 
for example mihawk attacks preemptively so you gonna use this attack to activate
WB captain ability if there are no preemtive attacks you can take some hits on the way
to the boss stage or take a good hit from the boss to activate the atk boost
or u can use killer too to cut down your hp.
