Go to this site, scroll all the way down until you see "Other Special Events" or something similar. There should be a picture of GP Usopp there with the words "Enter ID Here" beneath it. Simply click it, a new tab will open, there you enter your ID and there you have it - Level 1 GP Usopp. Always check the sote frequently as special events like this one happens often, Blue Ring Luffy was recently given away.
