Rare recruit

What the chance we get event character from rare recruit when still in ongoing event?
Can we still get that character even if the event already over?
If we can still get them even though the event already over should we wait until there are many great pirates in the pool before begin recruiting using rainbow gem?

1) the same as normal
2) of course, rare recruit gives you a shot at all rare characters. It's like a lottery ticket.
3) Personally I would spend rainbows as soon as you get them since the current pool of characters if so strong. Later dilution of mediocre characters will make elite pulls like robin, vivi or shanks more difficult to grasp. Yet it is also a question of preference, you might also want to save fruits for the alt straw hats since some of them are game breaking.

Another argument of course for pulling characters right away is this, you get more time to train them. A highly leveled vivi team for example will be relevant for months upon months. This is one the best times to get your hands on her.
